However, one of the most important aspect for the oil gas is Naturally Occurring Radioactive Material (NORM). These materials are having a negative effect on the humane body and the environment which required to have a strict procedure to control such materials in production of the oil until handing these the concentered NORMs during the transportation from one point to another. In this report, I will be covering the definition of the NORMs and how it can be detected on the process side with a real measurement example. Also, if these materials are present, how can we mitigate these effect of exposure to the radioactive materials? According of the ADNCO Code of practice (COPV2-09). Literature review: NORMs are covering all the naturally occurring radionuclides and presenting at different concentrations in the earth crust. Moreover, these materials can be enhanced in the concentration due to the process accumulation which is associated with the recovery of oil and gas such as separators reflux pumps. This enhancement process of NORMs called TENORM (Technologically-Enhanced Naturally Occurring Radioactive Materials). The sludge, pipe scales and drilling mud are an examples of materials which can contained the elevated levels of NORMs. There are two main types of NORM contamination at Oil GAS industry which are Radium and Radon (Rn-222) contaminations. The Radium is existing in water and low specific activity scale. Moreover, the radon is usually found on natural gas production wells. Internal health hazards through inhalation, ingestion and absorption exposure routes Shielded by thin layer of metal or plastic Gamma rays (Y) -Ra-226 -Pb-210 Radiation consists of high energy rays and is very penetrating External health hazard to human bodies Shielded by thick layers of led or other dense materials including meter of concrete or several meters of water. Table 2: Types of Radiation Figure 1: Penetration power of ionizing radiation On the other hand, the health effect of these NORMs are vary with four factors which are: Total amount of energy absorbed Exposure duration Dose rate Particular organ exposed. The exposure to the NORM is not comparable with the man-made sources such as the X-Ray. A chronic exposure to these NORM without using any PPE (personal protection equipment) which is adequate to the existing radiation increases the likelihood of gaining cancer. During oil gas processing stage, the TENORM will be accumulated on two different forms as shown below: NORM in Scale Radium, one of the naturally occurring nuclides in the uranium decay series co-precipitates with strontium, barium or calcium as sulphates or carbonates and deposit on the internal surfaces of the oil and gas facilities. The formation of the scales eventually effects the integrity of the equipment, vessels and pipelines and consequentially reduces the capacity of the process facility. NORM in Sludge and Scrapings Radionuclides, mainly radium are found in sludge, produced sand and produced water. Other nuclides such as lead 210 and polonium 210 can also be found in pipeline scrapings and the sludge accumulation in lower level of the tank of gas oil separators, dehydration vessels and pipeline scrapings. Figure: 2 illustrate the NORM exposure routes to the human body as shown below. Figure 2: NORM exposure routes Referring to ADNOC COPV2-09, the NORM management process cycle has been developed and illustrated as shown below chart: Figure 3: NORM Management Process Cycle, enhanced (more details) chart The NORM management process cycle is giving a workflow how can we handle these materials if it is detected on the Oil Gas process, which basically is having an actions and controls to eliminate the effect of these radioactive to the workers, public and the environment and make it As Low As Reasonably Achievable (ALARA). Thus, before implementing the management process cycle, NORM Management Strategy was establish to make the process cycle more effective and it is consist of five keys area as follow : NORM Survey and Monitoring Workers protection and Training Control of NORM contaminated equipment Control of NORM Waste Development of NORM Management procedure. Figure 4: Norm Program strategy For any newly finished oil / gas producer well, the initial (baseline) survey shall be conducted for NORM and if the result is positive more controls and actions shall be implemented through the NORM management process cycle. Radiation Protection officer (RPO) shall be certified and having adequate competency to locate assess the radioactive on-site. The normal duties of workers don’t include exposure to NORM radiation. They are considered as members of the public. The ADNOC limit on effective dose received by any employee, shall be not exceeding the 50mSv in any single year during with a 100mSv over the 5 years. Otherwise, the worker with more dose than 50mSv/year shall be consider as classified radiation workers. Those workers shall have a periodic medical surveillance in order to insure the fitness and health. Table 3: NORM Area Classification for Non-Classified workers Methodology Hence, the NORM measurement can done through two types, either by field or laboratory measurements and both of have its own requirements and conditions. However, in this report, the field measurement will be carrying for a gamma radiation in different locations. So, the instrument was used for this measurement is the 900 series mini monitor probe type 44A in counts per seconds-cps. This meter is a very sensitive gamma rays and it is detecting the radiation as a number not level concentration. The methodology of the survey as presented below steps: Carry out initial survey beyond the site boundary to measure background radiation levels in cps using contamination meter as mention above. Hold the probe close to the surface to be surveyed, moving slowly over the area noting any response from the contamination meter and compare the background levels. If the measured radiation levels are found twice the back ground levels, measure dose-rate ( µSv/h) at a distance of 1 meter from the contaminated equipment using the dose rate mete. Measure NORM at different positions of potential NORM contaminated equipment at three different heights and average of the three readings at each height. When surveying cylindrical shape, the inside of the pipe should always be checked by placing the probe a few centimeters inside each end and record the results. Figure 5:900 series mini monitor probe type 44A Findings: The process of measuring the NORM was done by a expert third party (M/s Aberdeen Radiation Protection Services) in different locations at upstream of the oil and gas well producer, but the below table is showing only the risky data which required to have a more analysis on the amount of the gamma radiation emitted at these points. Moreover, the laboratory measurement shall be one of the option to have more details by using the radiometric analysis device. Conclusion and Recommendation To sum up, the naturally occurring radioactive material are associated with oil and gas industry which shall be controlled in order to reduce the negative effect on the workers, public environment. The process of evaluating the NORM (specially the baseline) is very critical and it can be led to catastrophe condition if the outcomes are not reflecting the actual situations. This finding of Gamma rays in our case are indicating there is an industrial hygiene issue to the worker which required to have more control on the PPE and exposure duration. However, these reading are located mostly on oil separation side (upstream), however, the downstream, gas processing industry is very important point to be assessed which was missed during the third party assessment at upstream feed. In order to reduce the amount of exposure, the worker shall be following the ADNOC COPV2-09 as a guidelines such as monitoring, workers protection requirements and transport of NORM contaminated equipment. Moreover, the Gamma elements will be moving from the upstream to downstream which will be reaching the gas processing units. So, it is recommended to have regular inspection for the radioactive materials specially the glycol unit will observed most of the moisture on the process which can be containing the radiation elements. A referral system is the process in which PCPs determine whether services that are performed outside of their office are medically necessary and appropriate. The idea behind this is to provide each patient with all available resources to help control or eliminate their disease. Pharmacists can provide specialized knowledge on medication techniques and types while dietitians can provide information on healthy eating habits that can help ease symptoms of particular diseases (Kongstvedt, 2009).

Firstly, market risks and uncertainties will act effect to a budget. At the market, are various sets of risks and uncertainties whose influence can highly affect the actual state of a budget estimate. These markets are such as the product, labour, and money markets. Within the product market are the various risks that work to bring disequilibria in the supply and demand of the goods and services. These changes are normally in abrupt/ incidental in their occurrence. With such market instabilities, the equilibrium state of the supply and demand is consequently affected. Previously, the stable interactive forces of the demand and supply help to determine the equilibrium quantities and prices. With the resulting trends of instabilities, such budget approximates (prices) will be destabilized which results into a varying state of the budgeted from the actual price of goods.The equilibrium state of the money market works to determine the stability in supply and demand for money. However, in case of instability within the economy, this equilibrium is affected resulting into a changing scale of the money supply and demand. Labour supply and demand is a factor of consideration in approximating the budget. The price of labour can be affected by the changing states of the market supply and demand for labour. Such ch anges will affect the pay (wages) for labour within an organization. For this budget, the forces within the market could otherwise influence the labour cost. (Badiru, 1993)The priority concept could be of a high influence on the accuracy of the budget. Depending on teams understanding on the priority concept of various cost elements, accuracy would have been compromised in a case where the cost variable was entered in a biased manner. Some cost factors could have been assumed more important than others, which would not be the case.Different political risk variables affect the cost factors of budgets. This is where, various political shocks may act to affect the state in which various cost results of the market system would be.   These are examples of the various government and political regulations that affect the costing system of various commodities and services. Different political risks also affect the purchasing power of the countries currency. The purchasing power of such a currency is an important factor in determining the accuracy of a budget. Since budget is a plan of expenditure for a certain amount of money, the allocation is however vulnerable to changes depending on the changing prices of the requirements of the budget. The approximate level of risk premiums and allowances allocated by the budget. For accuracy in budget, a risk premium is allowed that helps to capture any external shocks that would therefore affect the actual state of the budget. However, this depends on the interest of the budgeter with varying premiums levels for such different budgets. For each premium, the final accuracy is different in regard to how such premiums would be able to capture these external shocks.E) Before engagement into a budget exercise, the micro and macro factors should be considered. This is in the relevance of the issues that the project would have an influence at both within and outside environment. To this team, this concept application was not an exce ption. Within its micro approach, the team observed the influence of the project budget in relation to the external environment. It considered the various components that were to be related between the project and the entire national outlook as a whole. Since this is a hospital project, the broader community within the state will use it. The intensity of the project is depended on the scale of the service to be given as output by it. The scale of the project is been done in the recognition of the users to be served by the same. The material cost, the quality and intensity have also been subject to consideration in setting the budget.To the micro-level importance has therefore been importance in determining this project. The micro-level consideration has been through an analysis of the factors (in terms of facilities and resources) working within the hospital that depended of profit. Due to the variety of the resource factors, a specific size of a software project could only have bee n hoisted by the hospital facilities. With this aspect in mind, the project budgeting and evaluation has therefore been done with the hospital’s resource variable adequately in mind. The intensity of the facility affiliated to the project is in congruent to the holding capacity of the resources. This has been the team’s view of optimal resource allocations for most optimal benefits. With this concept therefore, the team budgeted the project with an understanding of the relative benefits that would come as service output of the project in relation to the resources. Lack of optimal costing would lead to lower service output of the project in relation to the cost input. (Martin, 2002)Lack of optimal costing would lead to lower service benefits given out by the project. Either, resources include the holding capacity of the hospital facilities. Importance has also attached to the purchase of project inputs that would adequately lead to a maximum output, efficiency, quality and fast data processing by the software project.f) Within the project were a number of constraints that were highly affecting its efficiency. Basically, the constraints fall both within macro and micro level of the project. Firstly, the hospitals resources constraint was all an important constraint of consideration. The team understood that any un-optimal allocation of the project that would not concur with the project resource capacity was costly. This was the firstly consideration within the teams budget schedule for the project. In its understanding therefore, it felt that any un-optimal project expenditure was highly risk for its future benefits. Considering this however, the allocations were done in accordance to the prevailing resource situation of the hospital.Either, financial constraint fetched an important factor in consideration to the cost expenditure for the project. On recognizing the limited supply of the finance for the budget, the allocation were done on priority m anner, with the most important cost factor been employed. Sourcing of material and other projects costs were budgeted in correspondence to the most economical purchasing costs for these variables. Costing is done on the cheapest scale possible through the most quality manner.With the impact of both the market and political risks factors as constraints in consideration, the team could not compromise on their priority. To the team, these risks played an important role in determining the accuracy of the budget plan. It therefore employed various risk premiums and allowances as a variable to capture the external shocks that could be on influence to the structure of the budget. The Political Legacy of President John F. Kennedy There is something about John F. Kennedy. Could it be his charisma and charm that still entrances America? Maybe it is his elevated status as a pop culture icon that bedazzles most American citizens. It might be the martyr status he attained through his tragic assassination that makes American culture revere him as a President. Whatever the reason is that defines John F. Kennedy as probably one of the most beloved Presidents in American History; one assumption by many is that it has nothing to do with his political legacy. Many respected historians will tell you that he has an insubstantial political legacy. He did have many proposals, but because he was dealing with a Congress that was very strong and composed of a Southern Democrats/Republican majority, he had a hard time. (Kilpatrick, 51) So proposals like federal aid to education, the creation of a Department of Urban Affairs, and Medicare were shot down. (Kilpatrick, 53). To drum up support for them, Kennedy had to convince the public and gain their support. That?s where Kennedy?s famous rhetoric comes in. The talk may have later led the American public to support the mentioned proposals in the Johnson years, but in JFK?s years they did nothing but make his critics say he was a lot of talk and no action. Yet John F. Kennedy did have some significant legislation passed through Congress, and even got accomplishments done around Congress? back. One achievement is when John F. Kennedy formed the Peace Corps. (Sorensen, 256) Another was the giving of federal support to the arts, which was done through executive orders. (Kilpatrick, 54) Economically, his tax cut resonates in the policy of former President Reagan. In fact, when tallying the recommendations Kennedy sent to the 87th Congress, of the 107 he sent 73 were enacted into law, with measures dealing with water pollution, mental health care, hospital construction, mental retardation, drug safety and medical schools.
